We are seeking the approval of the Board of Commissioners for the Housing Authority of Champaign County (HACC) to designate Bloodhart Consulting as the newest HR Consultant for HACC. The proposal for this consultancy is founded on Alison Bloodhart's extensive experience, spanning over 25 years in various sectors, including Fortune 500 companies, startups, non-profits, and governmental agencies. Her specialization in the full employment cycle, recruitment, leadership development, employee experience, engagement, performance management, and change management uniquely qualifies her for this role. She has also demonstrated her expertise within the public housing authorities industry, having been a recognized keynote speaker at the PHADA Commissioners' Conference and a sought-after speaker at other industry conferences. Moreover, Alison's ability to translate corporate HR practices for the social entrepreneurial industry offers a fresh and innovative perspective. With her track record of leadership and numerous relevant certifications, Alison and Bloodhart Consulting are well-equipped to provide valuable HR consulting services to HACC. - Resolution 2023-8 HUD Utility Allowance Schedule for 2024

Each year HUD requires the PHA to review its payment standards to determine the percentile HACC will be used to determine rents for the MTW & PBV Tenant Based Programs administered. The payment standards will be utilized at 120% based on the most recent marketing study performed by American Marking Services for 2024. In the Housing Choice Voucher (HCV) program, payment standards are used in the calculation of the housing assistance payment (HAP) that the Public Housing Agency (PHA) pays to the owner on behalf of the family leasing the unit. 24 C.F.R. 982.4 defines Payment Standard as the maximum monthly assistance payment for a family assisted in the voucher program (before deducting the total tenant payment by the family). - Resolution 2023-10: Selecting Carlson Bros., Inc. as the General Contractor for the Steer Place Redevelopment Project
Needing approval from the Board of Commissioners to use Carlson Bros., Inc. as the General Contractor for the Steer Place Redevelopment Project. We believe their experience will succeed in meeting our vision in the redeveloping of Steer Place. Not only do they have extensive experience in commercial construction, but they are well versed in the construction and re-construction of multi-family homes in Illinois. They also have experience working with affordable housing which is what made them a great candidate and why we seek Resolution 2023-10 to be approved. - Resolution 2023-11 Approval of 2024 MTW Tiered Flat Rents
Flat rent schedules are established annually and are effective on January 1st of each calendar year. Tenant rent is calculated as gross annual income with no deductions or allowances. Gross annual income is calculated pursuant to the HUD regulatory requirements. However, employment income for dependents is included in total household income if they are not also pursuing a training certification or educational degree. Current income exclusions as defined by HUD continue to apply. The tiered flat rent amount is based 28% of the Median/Midpoint of the income tier. Income ranges are established in increments of 5% of the Area Median Income (AMI). The applicable flat rent for an assisted household is the corresponding rent for the range in which the gross annual income of the household falls. The flat rent is the amount that the tenant will pay towards rent. A flat utility allowance has been established for tenants that pay heat and electric. Households with gross annual income less than 5% of the Area Median Income (AMI) pay a minimum rent of $100.
