Minutes of The Regular Meeting of The Board of Commissioners of The Housing Authority of Champaign County
Thursday, March 23, 2023, 3:00 P.M.

1. Call To Order and Roll Call
   
   Noting that a quorum of commissioners was present, Chairman Henry called the meeting to order at 3:00 P.M.
   
   Commissioners Present: Chairman Henry, Vice Chair Parks, Commissioner Obuchowski, Commissioner McFarland, Commissioner Turnbull, and Commissioner Salen.
   
   Commissioners Absent: Commissioner VanAntwerp
   
   Staff Present: Lily L. Walton, Executive Director/Secretary-Treasurer; Miguel Manero, Finance Director; Robyn Dodd, Acting Director of Housing; Shevone Myrick, YouthBuild Program Manager; Stephanie Burnett, MTW & Client Outreach Manager; Deana Green, Executive Assistant; Vince Andujo, Construction Specialist; Jean Wingler, Procurement and IT Manager; Cora Chavez, HACC Intern; Andre Crittenden, YouthBuild Education Coordinator.
   
   Others Present: Hillary Ortiz, City of Urbana, and Jasmine Hernandez,  Cunningham Township
   
   
2. Approval of Agenda
   Commissioner Obuchowski made a motion to approve the Board of Commissioner Agenda.  Commissioner Salen seconded. All present voted affirmatively, and the motion passed.
   
   
3. Public Comment on Agenda Items Only
   There were no public comments made on Agenda Items Only.
   
   
4. Approval of Minutes
   Chairman Henry announced that the Board of Commissioners would move forward with the approval of the Board of Commissioners Regular Meeting Minutes from December 2022. Commissioner Obuchowski made a motion to approve the minutes seconded by Commissioner Turnbull. All present voted affirmatively, and the motion passed.
   
   
5. New Business
   Resolution 2023-02:  Approval of a Lease Extension with the Urbana Neighborhood Connections Center.
   
   Commissioner Salen made a motion to approve the approval of a Lease Extension with the Urbana Neighborhood Connections Center. Commissioner McFarland seconded.  All present voted affirmative, and the motion was passed.
   
   Approval of MEMORANDUM OF AGREEMENT BETWEEN CUNNINGHAM TOWNSHIP SUPERVISOR'S OFFICE, URBANA SCHOOL DISTRICT 116 AND THE HOUSING AUTHORITY OF CHAMPAIGN COUNTY.
   
   Vice Chair Parks made a motion to approve the approval of MEMORANDUM OF AGREEMENT BETWEEN CUNNINGHAM TOWNSHIP SUPERVISOR'S OFFICE, URBANA SCHOOL DISTRICT 116 AND THE HOUSING AUTHORITY OF CHAMPAIGN COUNTY.  Commissioner Obuchowski seconded. All present voted affirmative, and the motion was passed.
   
   Approval of MEMORANDUM OF AGREEMENT BETWEEN CHAMPAIGN 60 COUNTY HOME VISITING CONSORTIUM AND THE HOUSING  AUTHORITY OF CHAMPAIGN COUNTY.
   
   Vice Chair Parks made a motion to approve the Approval of MEMORANDUM OF AGREEMENT BETWEEN CHAMPAIGN COUNTY HOME VISITING CONSORTIUM AND THE HOUSING AUTHORITY OF CHAMPAIGN COUNTY.  Commissioner Obuchowski seconded.  All present voted affirmative, and the motion was passed. 
   
   Approval of MEMORANDUM OF AGREEMENT BETWEEN CHAMPAIGN COUNTY REGIONAL PLANNING COMMISSION AND THE HOUSING AUTHORITY OF CHAMPAIGN COUNTY.
   
   Commissioner Salen made a motion to approve the Approval of MEMORANDUM OF AGREEMENT BETWEEN CHAMPAIGN COUNTY REGIONAL PLANNING COMMISSION AND THE HOUSING AUTHORITY OF CHAMPAIGN COUNT.  Commissioner Obuchowski seconded. All present voted affirmative, and the motion was passed.
   
   Approval INTERGOVERNMENTAL AGREEMENT FOR YouthBuild: Bridging the Gap BETWEEN THE CITY OF URBANA AND Housing Authority of Champaign County Approval of Urbana IGA.
   
   Commissioner Salen made a motion to approve the Approval 84 INTERGOVERNMENTAL AGREEMENT FOR YouthBuild: Bridging the Gap BETWEEN THE CITY OF URBANA AND Housing Authority of Champaign County Approval of Urbana IGA. Commissioner Obuchowski seconded. All present voted affirmative, and the motion was passed.
   
   Approval INTERGOVERNMENTAL AGREEMENT FOR STEER PLACE APARTMENTS PROJECT BETWEEN THE CITY OF URBANA AND HOUSING AUTHORITY OF CHAMPAIGN COUNTY.
   
   Commissioner Turnbull made a motion to approve the approval of 94 INTERGOVERNMENTAL AGREEMENT FOR STEER PLACE APARTMENTS PROJECT BETWEEN THE CITY OF URBANA AND HOUSING AUTHORITY OF CHAMPAIGN COUNTY.  Commissioner Obuchowski seconded. All present voted affirmative, and the motion was passed.
   
   Approval of INTERGOVERNMENTAL AGREEMENT FOR Affordable 100 Housing - Single Room Occupancy Project BETWEEN THE CITY OF URBANA AND Housing Authority of Champaign County
   
   Commissioner Turnbull made a motion to approve the approval of INTERGOVERNMENTAL AGREEMENT FOR Affordable Housing - Single Room Occupancy Project BETWEEN THE CITY OF URBANA AND Housing Authority of Champaign County. Commissioner McFarland seconded. All present voted affirmative, and the motion was passed.
   
   Approval of Squared Away Construction Contract.
   
   Commissioner Turnbull made a motion to approve the approval of Squared Away Construction Contract. Commissioner Obuchowski seconded. All present voted affirmative, and the motion was passed.
   
   Approval of the Executive Director/Chief Executive Officer Contract.
   
   Commissioner Turnbull made a motion to approve the approval of the Executive Director/Chief Executive Officer Contract. Vice Chair Parks seconded. All present voted affirmative, and the motion was passed.
   
   
6. Executive Director Report
   1. Ms. Walton announced the YB Student of the Month for March is Tayvon Gordon.
   2. Ms. Walton announced the Champion of the Month for January is Tiffany Clark-Collins.
   3. Ms. Walton gave an update on the site visit with Nelrod & Associates.
   4. Ms. Walton gave an update on the Black History Month Potluck.
   5. Ms. Walton gave an update on the Landlord Lunch and Learn.
   6. Ms. Walton gave an update on a news article that HACC was featured in in the News-Gazette.
   7. Ms. Walton gave an update on Envision Center.
   8. Ms. Walton gave an update on Oakwood Trace site lighting and security cameras.
