September 29th Regular Board Meeting Minutes

Minutes of The Regular Meeting of The Board of Commissioners of The Housing Authority of Champaign County
Thursday, September 29, 2022, 3:00 P.M.

1. Call To Order and Roll Call
   
   Noting that a quorum of commissioners was present, Chairman Henry called the meeting to order at 3:01 P.M. 
   
   Commissioners Present: Chairman Henry, Vice-Chair Parks, Commissioner 11 VanAntwerp, Commissioner McFarland Commissioner Obuchowski, Commissioner Turnbull, and Commissioner Salen.
   
   Commissioners Absent: None
   
   Staff Present: Lily L. Walton, Executive Director/Secretary-Treasurer; Miguel Manero, Finance Director; Robyn Dodd, Acting Director of Housing; Shevone Myrick, YouthBuild Program Manager; Stephanie Burnett, MTW & Client Outreach Manager; Deana Green, Executive Assistant; Vince Andujo, Construction Specialist; Jean Wingler, Procurement and IT Manager.
   
   
2. Approval of Agenda
   Commissioner VanAntwerp made a motion to approve the Board of Commissioner Agenda. Commissioner Obuchowski seconded. All present voted affirmatively, and the motion passed.
   
   
3. Public Comment on Agenda Items Only
   There were no public comments made on Agenda Items Only.
   
   
4. Approval of Minutes
   Chairman Henry announced that the Board of Commissioners would move forward with the approval of the Board of Commissioners Regular Meeting Minutes from August 25, 2022. Commissioner VanAntwerp made a motion to approve the minutes seconded by Commissioner Obuchowski. All present voted affirmatively, and the motion passed.
   
   
5. New Business
   Approval of FSS Action Plan
   
   Commissioner Salen made a motion to approve the FSS Action Plan.
   Commissioner VanAntwerp and Commissioner Obuchowski seconded. All present voted affirmative, and the motion was passed. 
   
   Approval of AN INTERGOVERNMENTAL AGREEMENT BY AND BETWEEN THE CITY OF URBANA, ILLINOIS AND THE HOUSING AUTHORITY OF CHAMPAIGN COUNTY, ILLINOIS
   
   Commissioner Obuchowski made a motion to approve the Intergovernmental Agreement By And Between The City of Urbana, Illinois And The Housing Authority of Champaign County, Illinois. Commissioner VanAntwerp seconded. All present voted affirmative, and the motion was passed.
   
   Approval of INTERGOVERNMENTAL AGREEMENT FOR THE PROVISION OF ENVIRONMENTAL REVIEW SERVICES TO THE HOUSING AUTHORITY OF CHAMPAIGN COUNTY
   
   Commissioner Obuchowski made a motion to approve the Intergovernmental Agreement For The Provision of Environmental Review Services To The Housing Authority of Champaign County. Commissioner VanAntwerp seconded. All present voted affirmative, and the motion was passed.
   
   
6. Executive Director Report
   1. Ms. Walton announced the YB Student of the Month, Christian Marquez.
   2. Ms. Walton announced the Employee of the Month for September, Vince Andujo.
   3. Ms. Walton announced HACC received 7 awards at the NAHRO convention in San Diego, CA.
   4. Ms. Walton gave an update on Sugar Creek Crossing.
   5. Ms. Walton gave an update on Envision Center.
   6. Ms. Walton gave highlights on the All Staff Meeting held on September 08, 2022.
   7. Ms. Walton gave an update on the landlord informational.
   8.  Ms. Walton gave an update on two United Way Grants for Victory Over Violence.
      
      
7. Departmental Reports
   There were no items needed to discuss on the Departmental Reports. 
   
   
8. Approval of Financial Reports
   Miguel Manero, Director of Finance: reviewed the Cash Disbursements & Detail Check List for August of 2022, highlighting a few of the larger items. Commissioner Salen moved to approve August of 2022 Cash Disbursements & Detail Check List. The motion was seconded by Commissioner VanAntwerp. All present voted affirmatively, and the motion passed.
   
   
9. Public Comment on Non-Agenda Items
   There were public comments made on Non-Agenda Items.  James Hayes, Jr. got up to compliment HACC on all the good work and advocating it does for the community.
   
   
10. Closed Session
    There were no items to discuss for Closed Session

    At 3:45 PM, the meeting was adjourned.
