January 26th Regular Board Meeting Minutes

Minutes of The Regular Meeting of The Board of Commissioners of The Housing Authority of Champaign County
Thursday, January 26, 2023, 3:00 P.M.

1. Call To Order and Roll Call
   
   Noting that a quorum of commissioners was present, Chairman Henry called the meeting to order at 3:01 P.M.
   
   Commissioners Present: Chairman Henry, Vice Chair Parks, Commissioner Obuchowski, Commissioner McFarland, Commissioner Turnbull, and Commissioner Salen.
   
   Commissioners Absent: Commissioner VanAntwerp
   
   Staff Present: Lily L. Walton, Executive Director/Secretary-Treasurer; Temeka Couch, Deputy Director; Miguel Manero, Finance Director; Robyn Dodd, Acting Director of Housing; Shevone Myrick, YouthBuild Program Manager; Stephanie Burnett, MTW & Client Outreach Manager; Deana Green, Executive Assistant; Vince Andujo, Construction Specialist; Jean Wingler, Procurement and IT  Manager.
   
   Others Present: Hillary Ortiz, City of Urbana
   
   
2. Approval of Agenda 
   Commissioner Obuchowski made a motion to approve the Board of Commissioner Agenda. Commissioner Salen seconded. All present voted affirmatively, and the motion passed.
   
   
3. Public Comment on Agenda Items Only
   There were no public comments made on Agenda Items Only. 
   
   
4. Approval of Minutes
   Chairman Henry announced that the Board of Commissioners would move forward with the approval of the Board of Commissioners Regular Meeting Minutes from December, 2022. Commissioner Obuchowski made a motion to approve the minutes seconded by Commissioner Turnbull. All present voted affirmatively, and the motion passed.
   
   
5. New Business 
   Approval of Oakwood Trace Site Lighting Contract
   
   Commissioner Obuchowski made a motion to approve the approval of Oakwood Trace Site Lighting Contract.  Commissioner Turnbull seconded. All present voted affirmative, and the motion was passed.
   
   Approval of Subrecipient Agreement Between the City of Champaign and the Housing Authority of Champaign County for the rehabilitation of 302 & 306 East Park St.
   
   Commissioner Salen made a motion to approve the subrecipient agreement between the City of Champaign and the Housing Authority of Champaign County for the rehabilitation of 302 & 306 East Park St.  Commissioner Obuchowski seconded. All present voted affirmative, and the motion was passed.
6. Executive Director Report
   1. Ms. Walton announced the YB Student of the Month for December is Keynon Shaw.
   2. Ms. Walton announced the Champion of the Month for January is Jordan Creek.
   3. Ms. Walton gave highlights on the holiday party at Oakwood Trace.
   4. Ms. Walton gave an update on the Ring Doorbell program at Oakwood Trace.
   5. Ms. Walton gave an update on the holiday events for the seniors.
   6. Ms. Walton announced she received her professional certification from the Executive Director Education Program through PHADA.
   7. Ms. Walton announced she was appointed State of Illinois Housing Task Force Commission.
   8. Ms. Walton gave an update on YB enrollment for 2023 program.
      
      
7. Departmental Reports
   There were no items needed to discuss on the Departmental Reports.
   
   
8. Approval of Financial Reports
   There were no items needed to discuss on Financial Reports.
   
   
9. Public Comment on Non-Agenda Items
   There were no public comments made on Non-Agenda Items. 
   
   
10. Closed Session
    There were items to discuss for Closed Session regarding salary increases and bonuses for 2023.  Vice Chair Parks made a motion to approve a closed session. All present voted affirmative, and the motion was passed. 
    
    
11. Approval of Salary Increases and Bonuses
    Commissioner Salen made a motion to approve the approval salary increases and bonuses.  Vice Chair Parks seconded.  All present voted affirmative, and the motion was passed.
    
    
12. Adjournment
    At 3:57 PM, the meeting was adjourned.
