Agenda Background

1. Resolution 2023-13: Noncollectable Accounts Oct. 2023
   This resolution for the approval to write off tenant account debts considered to be noncollectable from the current ledgers. These are for the account balances of tenants who vacated units at least 45 days prior to December 13, 2023.
   
   
2. Resolution 2023-14: Approval and Ratification of an Agreement with Allecca Consulting to provide HCV Technical Assistance
   HACC are actively seeking approval for the ratification of a crucial agreement with Allecca Consulting to provide Housing Choice Voucher Program(HCV) Technical Assistance. This collaboration represents a strategic partnership that aims to enhance our capabilities and strengthen our commitment to excellence. The proposed agreement with Allecca Consulting outlines a comprehensive framework for technical support, ensuring a seamless integration of their expertise to optimize our HCV processes. We believe that this partnership will significantly contribute to our organization's growth and efficiency, and we look forward to the approval of this agreement, anticipating the positive impact it will have on our operations and the overall success of our initiatives.
   
   
3. Resolution 2023-15: American Marketing Services 2024 Payment Standards for MTW 2024
   Each year HUD requires the PHA to review its payment standards to determine the percentile HACC will be used to determine rents for the MTW & PBV Tenant Based Programs administered. The payment standards will be utilized at 120% based on the most recent marketing study performed by American Marking Services for 2024. In the Housing Choice Voucher (HCV) program, payment standards are used in the calculation of the housing assistance payment (HAP) that the Public Housing Agency (PHA) pays to the owner on behalf of the family leasing the unit. 24 C.F.R. 982.4 defines Payment Standard as the maximum monthly assistance payment for a family assisted in the voucher program (before deducting the total tenant payment by the family).
