Agenda Background
- Resolution 2023-6 Approval to Revise HACC Repayment Agreement
HACC is proposing to modify the current repayment agreement policy. We are increasing the threshold for repayment amounts for terminations from $3,000 to $5,000 (in accordance with the OIG recommendation) This allows HACC to offer repayment agreements for debts owed up to $5000 in lieu of termination from the program.
We are changing the downpayment amount from 25% to 10% to permit families the opportunity to enter into the agreement and maintain their other expenses. Guidance for monthly installments has been clarified to also allow families a reasonable opportunity to repay without defaulting on the agreement or their other obligations.
We are also working with the Illinois Comptroller's office to assist with withholding Illinois state taxes and lottery earnings for families and landlords who intentionally fraud HACC by misreporting income or keeping incorrectly disbursed HAP payment. This language has been added to the administrative plan's new policy.
The policy also clarifies the payment process and identifies the debts owed reporting, that HACC can now implement into the actual Repayment Agreement once approved in the resolution. HACC is in need of a new website in order to ensure transparency and accountability. We intend to contract with Brooks-Jeffery to design and host a new website that is accessible, aesthetically pleasing, and inclusive of all our many programs.
