Summary
The Housing Authority of Champaign County is seeking a detail-oriented and proactive Director of Construction & Real Estate Development to join our team. The successful candidate will be responsible for overseeing the development process of various projects from inception to completion. Reporting directly to the Deputy Director, the Director of Construction & Real Estate Development will play a crucial role in ensuring the successful execution of our development initiatives, maintaining accurate documentation, conducting site walks, and managing the administrative aspects of our projects.
Essential Duties and Responsibilities

Key Responsibilities:
· Oversee the entire development process of housing projects, from initial planning stages to project completion.
· Collaborate with stakeholders, including architects, contractors, engineers, and regulatory agencies, to ensure projects adhere to specifications, budgets, and timelines.
· Conduct regular site walks to monitor progress, identify potential issues, and ensure compliance with regulations and quality standards.
· Coordinate with various departments within the organization to streamline project workflows and facilitate effective communication.
· Maintain accurate and up-to-date documentation throughout the development process, including project plans, permits, contracts, change orders, and other relevant records.
· Organize and manage project files, both electronically and in hard copy, ensuring easy access and retrieval of information as needed.
· Prepare reports, presentations, and other documentation to update internal stakeholders and external partners on project status, milestones, and challenges.
· Manage the administrative aspects of projects, including scheduling meetings, preparing agendas, and documenting meeting minutes.
· Coordinate with vendors and suppliers to procure materials and services necessary for project execution, ensuring timely delivery and adherence to budgetary constraints.
· Prepare and submit grant applications, funding proposals, and other project-related documentation as required.
· Ensure compliance with all applicable regulations, codes, and standards throughout the development process.
· Prepare and submit required reports and documentation to regulatory agencies, funding organizations, and other relevant stakeholders in a timely manner.
· Proactively identify and address any compliance issues or discrepancies that may arise during the course of the project.
· Collaborate with the maintenance team to assess the condition of existing properties and prioritize renovation needs.
· Develop comprehensive renovation plans for existing properties, including scope of work, budget estimates, and timelines, in coordination with architects, engineers, and contractors.
· Coordinate with the maintenance team to develop long-term maintenance plans for renovated properties, including preventive maintenance schedules, equipment replacement cycles, and budget forecasting.
· Coordinate with YouthBuild team to identify construction projects, schedule/ arrange projects and activities for YouthBuild
· Participate in Construction week and other YouthBuild related construction projects.
Other Duties:
· Prepare project budgets, cost estimates, and financial forecasts, working closely with the finance department to ensure accurate tracking and reporting of project expenses.
· Provide support and assistance to other departments within the organization as needed, including participating in cross-functional teams and special projects.
· Stay informed about industry trends, best practices, and emerging technologies related to housing development and construction, and make recommendations for process improvements and innovation.
· Represent the Housing Authority of Champaign County at meetings, conferences, and community events as required, serving as a liaison between the organization and external stakeholders.
· Perform any other duties as assigned by the Deputy Director or other senior management personnel to support the overall mission and objectives of the organization.
Skills and Qualifications
· Bachelor's degree in construction management, Engineering, Architecture, Urban Planning, or a related field.
· Minimum of 3-5 years of experience in construction project management, real estate development, or a similar role.
· Strong understanding of construction processes, building codes, zoning regulations, and other relevant industry standards.
· Excellent organizational, time management, and multitasking skills, with the ability to prioritize tasks effectively in a fast-paced environment.
· Proficiency in project management software, Microsoft Office Suite, and other relevant tools.
· Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
· Detail-oriented mindset with a commitment to accuracy and quality in all aspects of work.
Technical Skills
· To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
· Employee must obtain the following certifications within the first 6 months of employment:
o Section 3 and Procurement
o OSHA

· Must be able to work in a deadline-focused and fast-paced environment.
· Must be able to pass a drug screening test administered by HACC's designated provider.
· Valid State Issued Driver's license and be insurable under the agency's commercial insurance policy.
